Final Conference of the Home Affairs Programme
The Final Conference of the Home Affairs Programme financed by the Norwegian Funds 2014-2021 took place at the Don Giovanni Hotel in Prague on November 11th, 2024. The subject of this final conference was the presentation of the outputs of individual projects supported under the Programme.
The Home affairs programme objective was "Improved crime prevention and investigation". The objectives of the programme were achieved through the implementation of activities aimed at increasing police competence in preventing and combating crime, improving communication skills of the police with the public and strengthening international cooperation in the area of promoting media literacy and combating hybrid threats, within 4 predefined projects (PDP 1 - 4) and small grant scheme (MGS). The project promoter of all predefined projects was the Police Presidium of the Czech Republic. The project promoters selected within the open call of the small grant scheme (SGS) "Fostering media literacy of the general public" were three non-profit organizations (Sdružení VIA, People in Need, and Agora CE) and Czech University of Life Sciences Prague.
Approximately 120 million CZK from the Norway grants was distributed among the above-mentioned project promoters.
In addition, a number of other activities were supported, such as conferences, workshops and seminars, aimed at supporting the development of bilateral relations and the exchange of experience at the international level.
The conference, organized by the Ministry of the Interior - the Programme Operator, was attended by representatives of the Embassy of the Kingdom of Norway in Prague, representatives of the Ministry of Finance - National Focal Point, and last but not least, beneficiaries of projects implemented within the Programme, who presented the outputs of their projects.

Information about realized projects:
Enhanced Police competence in preventing and combating crime, strengthening communication skills with public and awareness of human rights
It was a pre-defined project (PDP1), implemented by the Police Presidium of the Czech Republic.
The aim of the project was to increase the professional skills of police officers in the fight against organized crime. Furthermore, three new training programmes related to area of human rights, crime prevention and improved effectiveness of the police system, which became part of the training and education system of the Police of the Czech Republic and public administration employees. The project supported the strengthening and improving capabilities and skills of the Police and relevant public administration staff dealing with constantly changing security situation, growing aggressiveness, national and international crime. The project also included activities that took place between the Rapid Response Unit and DELTA (Norwegian Partner) related to hostage situations and on the CBRN area.
Modernisation of Police Training Centre
It was a pre-defined project (PDP2), implemented by the Police Presidium of the Czech Republic.
The aim of the project was to build a functional police training by rebuilding existing unused military facilities in the town of Kutná Hora. The center consists of 3 buildings with a total area of 1 600 m², including one conference hall with maximum capacity of 100 participants, 8 classrooms with total capacity about 190 seats and accommodation capacities for ca 100 participants. The center provides the necessary conditions host trainings, exercises, workshops, courses and networking meetings at various levels, which will create conditions for improvement of education of the Czech Police and thus higher level of its professionalism and extended cooperation with other stakeholders.
Improved utility of data within police information system
It was a pre-defined project (PDP3), implemented by the Police Presidium of the Czech Republic.
This project aimed to improve international and national Police cooperation by improving the use of information systems within Czech Police which are instruments for data sharing on national and international level, such as the Schengen Information System (SIS II). Another important part of the project was the creation of record keeping software for an anonymous crisis helpline.
Cooperation between national Police, international entities and territorial self-government
It was a pre-defined project (PDP4), implemented by the Police Presidium of the Czech Republic.
International activities implemented within this project contributed to strengthening information exchange and police training in current trends and threats, increasing the ability of the Czech Police to respond appropriately to the needs of global international cooperation, and strengthening communication between the state police and territorial self-government, especially the municipal police, by creating a new model of cooperation and coordination. An important part of the project were the activities of the anti-conflict team, workshops for police psychology experts and crisis intervention trainers.
The International annual conference of the Association of European Police Colleges (AEPC) also took place. It was further created a new model of cooperation and coordination between municipal and national Police, including evaluation of existing cooperation formulating recommendations on improvement of coordination agreements (catalogue of preventing measures), sharing of data system, exchanging information and good practice between police (municipal, district, regional) and territorial self-government on various levels.
Increasing Regional competencies in Media Literacy Education in the Czech Republic
The project was supported within the open call of the small grant scheme (SGS) "Fostering media literacy of the general public" and was implemented by the non-profit organization - Sdružení VIA.
The main aim of the project was to equip teachers and youth workers with competencies, resources, materials and skills for the development of children's media literacy through new and interactive tools.
Objectives and most important outputs:
- Acceleration program for participants: training, consultations and support in creating and implementing their own activities in these areas.
- Survey of the needs of non-formal educators in the issue of media education
- Creation of methodology: interactive website
- Project publicity: round table, media coverage, project website
- Transfer of Norwegian inspiration to the Czech Republic
Media-educational Activation Program for Students and Educators with Intergenerational Overlap
The project was supported within the open call of the small grant scheme (SGS) "Fostering media literacy of the general public" and was implemented by the non-profit organization - People in Need.
The main aim of the project was the education of young people through the so-called activation program, which will involve students from regions in the Czech Republic outside Prague, who will go through an educational cycle and implement their own projects. The project activities contributed to the increase the media literacy of the students involved, their peers, younger children and elderly people. Students were provided with suitable tools and knowledge that will enable them to multiply information to the selected target group.
As part of the project, a so-called activation program for students was implemented, which helped them create their own projects focused on media education and thus spread awareness among other peers and other generations. Within the project were implemented 5 student projects with an impact on over 100 people, of which 3 projects continue after the project ends. It was created a handbook for students on managing Media Literacy projects. Furthermore, teachers and other educators from socio-economically disadvantaged regions were trained to have the necessary skills and materials for teaching Media literacy.
Media literacy interactively and for all
The project was supported within the open call of the small grant scheme (SGS) "Fostering media literacy of the general public" and was implemented by the Czech University of Life Sciences Prague.
The main aim of the project was the development of media literacy among particularly vulnerable target groups of students aged 15 - 19 and seniors aged 65+.
As part of the project, the expert team designed, compiled and content-filled learning materials for target groups (Massive open online course (MOOC) course for seniors, MOOC course for secondary schools and Escape game). The materials were subsequently moved to the Future Books environment, an environment for interactive online learning materials. A detailed methodology has been created for each material, which allows teachers or education coordinators to easily implement it in the given environment. All teaching materials were evaluated at selected secondary schools and VU3V centers (with a focus on regions in the Liberec, Ústí and Karlovy Vary Regions). Subsequently, videos of intergenerational education were created. As part of the promotion of the outputs, the project was presented at several Czech and foreign events.
Media education through libraries
The project was supported within the open call of the small grant scheme (SGS) "Fostering media literacy of the general public" and was implemented by the non-profit organization - Agora CE.
The main aim of the project was to increase the media literacy of target groups and thus strengthen their ability to defend against misinformation and media threats in public space, which are necessary for life and active participation in the democratic life of society in the context of current and future media threats.
During the project implementation, educational materials with instructions for trainers and librarians were created in text and e-learning form. In addition, a methodology for educational workshops for seniors with presentations and worksheets was created. Within the project, 42 librarians were trained, 29 educational workshops were organized, in which 310 seniors participated, and a series of four educational videos were created.
